Its definition:
আল-মুহকাম হলো সেই লাফ্জ (শব্দ) যা তার উদ্দিষ্ট অর্থের দিকে পথ দেখায়, যার দালালাহ (অর্থবোধকতা) সুস্পষ্ট, এবং রিসালাতের সময়কালে যা তাবিল (ব্যাখ্যা) বা নাসখ (রহিতকরণ)-এর সম্ভাবনামুক্ত।
Al-Muhkam is the Lafzh (wording) guiding to the meaning that is intended from it in origin with a clear Dalaalah which is not open to interpretation or abrogation in the time of the Risaalah.
মুহকাম তাই সুস্পষ্টতার সর্বোচ্চ স্তরে অবস্থিত, কারণ এর মধ্যে (পরিবর্তনের) কোনো অবকাশ নেই। আর তা মুফাস্সার থেকেও বেশি স্পষ্ট, কারণ রিসালাতের যুগে (অর্থাৎ ওহী অবতরণের সময়ে) তা রহিত হওয়ার কোনো সম্ভাবনা ছিল না।
The Muhkam is therefore of the highest level of clarity because there is no openness (to change) within it and is clearer than the Mufassar because it is not open to being abrogated in the time of the Risaalah (i.e. time of revelation).

আর কখনোই তাদের সাক্ষ্য গ্রহণ করো না (আন-নূর ৪)।
And do not accept their Shahaadah ever (An-Noor 4).
আর আল্লাহ তা'আলা বলেন:
And Allah Ta’Aalaa said:
আর তোমাদের জন্য আল্লাহর রাসূল ﷺ-কে কষ্ট দেওয়া, কিংবা তাঁর মৃত্যুর পর তাঁর স্ত্রীদের বিবাহ করা কোনোভাবেই সংগত (বৈধ) নয়, কখনোই না (আল-আহযাব ৫৩)।
And it is not [conceivable or lawful] for you to harm the Messenger of Allah or to marry his wives after him, ever (Al-Ahzaab 53).
এই দুই আয়াতে উল্লিখিত অর্থসমূহ তাবীল (ব্যাখ্যা-বিশ্লেষণ) এবং নাসখ (রহিতকরণ)-এর অবকাশহীন। এই প্রকারকে ‘মুহকাম লি-আইনিহী’ (নিজেই সুস্পষ্ট মুহকাম) বলা হয়, এবং এখানে এটিই উদ্দেশ্য।
These meanings mentioned in these two Aayah are not open to Ta’weel (interpretation) and are not open to Naskh (abrogation). This type is called ‘Muhkam Li’Ainihi’ (Muhkam in itself) and this is what is intended here.
মুহকামের হুকম:
The Hukm of the Muhkam:
১ – যা নিশ্চিতভাবে (কাত্ব'আন) পথনির্দেশ করে, সে অনুযায়ী আমল করা ওয়াজিব।
1 – It is obligatory to work (act) in accordance to what it guides to definitely (Qat’an).
২ – এটি নুসূস (শরয়ী দলিলসমূহ)-এর আলফাজ (শব্দ ও বাক্যরীতি) সম্পর্কে সর্বোচ্চ স্পষ্টতার স্তরের অন্তর্ভুক্ত।
2 – It is from the highest level of clarity in respect to the Alfaazh of the Nusoos (worded expressions of the texts).
৩ – সংঘাতের সময় এটিকে অন্যান্য সুস্পষ্ট বক্তব্যের উপর অগ্রাধিকার দেওয়া হয়।
3 – It is put ahead (advanced) over all of the other clear texts at the time of conflict.
