لغوی طور پر العرف کے معنی ہیں: عین پر ضمہ کے ساتھ یہ النکر (انکار) کی ضد ہے، اور یہ اس بلند مقام کے معنی میں بھی آیا ہے جس کے بارے میں کہا جاتا ہے ’’عرف الجبل‘‘ (پہاڑ کی بلند یا مرتفع جگہ) اور مرغ کے سر کے گوشت کو اس کے جسم کے مقابلے میں بلند مقام پر ہونے کی وجہ سے ’’عرف‘‘ کہا جاتا ہے۔
Al-‘Urf linguistically means: With a Dammah on the ‘Ayn it is the opposite of An-Nukr (denial) and it has also come with the meaning of the elevated place where it is said ‘‘Urf ul-Jabal’ (the high or elevated place of the mountain) and the flesh of the head of the cockerel is called an ‘Urf due to its high position in respect to its body.

Al-‘Urf in the Istilaah (terminological definition):
یہ وہ چیز ہے جس کی لوگوں نے عادت ڈال لی ہے اور جس کے وہ عادی ہو چکے ہیں، خواہ اس کا تعلق کلام سے ہو یا عمل سے۔
It is what the people have made habitual and are accustomed to whether this relates to speech or an action.
امام الغزالی (رح) نے اس کی تعریف یوں کی ہے: "العرف وہ ہے جو عقول کے ذریعے نفوس میں راسخ ہو چکا ہو اور فطرتِ سلیمہ نے اسے قبول کر لیا ہو۔"
Al-Ghazaaliy (rh) defined it as: “Al-‘Urf is what has settled in the Nufoos (i.e. deeply in the people) by way of the ‘Uqool (minds) and the sound nature has received it with acceptance”.
فقہاء کے نزدیک اس کا مطلب 'عادت (رواج، معمول، عمل، عادت) ہے۔
In the view of the Fuqahaa it means the ‘Aadah (the custom, norm, practise, habit).
'العادة' کا لفظ اس سے ماخوذ ہے جس کے معنی تکرار کے ہیں۔ چنانچہ، جو شخص کوئی عمل کرے اور اسے اس حد تک دہرائے کہ اس کے لیے اسے چھوڑنا مشکل ہو جائے، اس عمل کو 'عادت' کہا جاتا ہے۔
Al-‘Aadah is taken from which carries the meaning of repetition. Therefore, the one who comes with an action and repeats it to such a level that it becomes hard for him to leave it, that action is called an ‘Aadah.
'عرف جماعت کی 'عادت ہے (یعنی وہ چیز جس کی جماعت کو عادت ہو چکی ہو)۔ یہ وہ چیز ہے جس کی معاشرے کو عادت ہو چکی ہے اور جسے انہوں نے معمول بنا لیا ہے، تاکہ وہ اپنی زندگی میں قول و فعل کے ذریعے اس کے مطابق عمل کریں۔
The ‘Urf is the ‘Aadah of the Jamaa’ah (collective). It is what the society has become accustomed to and made habitual so that they proceed according to it in speech and action in their lives.
